Notice on Relevant Issues Concerning Enterprises’ Handling of Social Security Registration and Other Services
Human Resources and Social Security Bureaus in all districts, and Personnel Labor and Social Security Bureau of Beijing Economic-Technological Development Area, and Sub-administration for Industry and Commerce in all districts,
To further optimize the business environment of Beijing city, improve the efficiency of enterprise incorporation registration, and provide enterprises with convenient and efficient social security service, we hereby notify relevant matters as follows:
I. Comprehensively implement the registration system of “one code for one license”
In accordance with the Circular of the General Office of the State Council on Accelerating the “Integration of Five Licenses and One Code for One License” Registration System Reform (Guo Ban Fa  No. 53) and relevant regulations of the city of Beijing, after newly established enterprises handle business licenses at administration bureaus for industry and commerce, there is no need for them to register social insurance with social insurance agencies. They can use the unified social credit code representing the corporate social insurance registration number to handle matters related to social insurance.
II. Strictly carry out rules related to insurance registration
After an enterprise is established, if there are no employments, the enterprise need not handle insurance registration at a social security agency. After employments occur, according to the Social Insurance Law of the People’s Republic of China, the enterprise shall apply to the social insurance agency for social insurance registration of its employees within 30 days from the date of employment, so as to protect the legitimate rights and interests of employees.
III. Positively launch online fast handling access
After employments occur, an enterprise can handle social insurance registration for employees via the online service platform of Beijing social insurance (www.bjrbj.gov.cn/csibiz). At the same time, Beijing-based enterprises can open an “E-window” service platform (http://ect.baic.gov.cn/) to realize the “one-window” online service by integrating the social insurance online service platform function as a service item with enterprise corporation process. After enterprises complete social insurance registration for their employees, it will be effective immediately.
IV. Constantly optimize the processes of social insurance registration and unit employment registration
Enterprise handling of registration of social insurance for employees and registration of employment for the following two types of employees: unemployed personnel registered in the city and local personnel entering the human resources market for the first time, is not part of the enterprise corporation process. Human resources and social security departments at all levels must strictly enforce relevant regulations and may not arbitrarily expand the range of handling personnel. We shall actively create conditions to further improve efficiency, and gradually optimize the social insurance registration process, and realize the integration of service matters and the whole-process online handling in terms of insurance registration and employment registration.
